Met Police withdraw anti-gambling posters depicting Bill Clinton

The Metropolitan police have embarrassingly removed posters which used a cartoon of a "shifty" looking Bill Clinton to warn of the dangers of gambling.

It emerged yesterday that community police officers in east London had produced the posters proclaiming: "Street Gamblers: Don't Give Them Your Money!" with an image of the former American president looming over a gambling table, with his large hands planted next to a three-card trick.

The image was drawn by the Australian Pulitzer prizewinning cartoonist and can be viewed at the Library of Congress on Capitol Hill.

Scotland Yard became aware of the posters yesterday and in a statement said that they have "since been removed".

If he wins, his $500 becomes $8,000,000 (that’s right, $8 MILLION). Ahh, but there’s a twist. You see, the house never loses. And, if they do, they are going to make it difficult for you to win their money, and that’s precisely what they did.

The New England Patriots did go undefeated and made it to the Superbowl. But Vegas, like the banker in the TV show Deal or No Deal, wasn’t going to go down without a fight. They wanted to cut their losses. Vegas contacted this person one week before the big game and offered him $2,000,000 (that’s right, $2 MILLION) to buy out his bet.

Well, this person was thinking emotionally and emotions will cloud your judgement everytime. How could his New England Patriots lose, he thought, even Vegas had them favored by 14 points. His answer … “No Way”. I want my $8,000,000 dollars.

Well, the New England Patriots who were the favorite, lost that Sunday evening. And this gambler who refused to see the forest through the trees, lost not only his $8,000,000 or the sure thing of $2,000,000 but also his $500.

Whenever you are up at the casino, move on. Like Kenny Rogers sings in the Gambler, “You’ve got to know when to walk away”. The moral to this story is always, always take the sure thing!

House defeats bill to legalize electronic bingo at tracks

MONTGOMERY, Ala. (AP) — The Alabama House has refused to consider a bill that would have legalized electronic bingo games at greyhound dog tracks in Mobile and Birmingham.

Tax revenue from the games would have gone to help fund the state’s cash-strapped Medicaid Agency. The House voted 55-39 to bring up the bill for debate. That’s short of the three-fifths vote needed to bring an issue to the House floor for debate.

Rep. John Knight of Montgomery later moved that the measure be considered and it failed the second time on a 57-39 vote. The sponsor, Rep. Marcel Black of Tuscumbia, said he could try again later in the session to pass the bill.

The measure was a constitutional amendment, which would also have to be approved by voters.

Caesar’s statue coming down tomorrow

The huge 12-foot statue of Caesar that dominates the Caesars Indiana casino in Harrison County will be removed tomorrow morning as the riverboat takes a major step to “de-Romanize” itself.

The approximately 750-pound Caesar, easily seen from Ind. 111, has been doomed since Harrah’s Entertainment purchased Caesars Entertainment and its 26 casinos in 2005 for $9.3 billion.

Harrah’s intends to rebrand the casino as a Horseshoe facility.

The statue of Caesar is to be removed from its spot high on the casino Pavilion with a crane to a flatbed truck below.

“If the statue is successfully removed in one piece,” according to a casino news release, “it will be given to Harrison County.”

The county will store the emperor “until a location for placement is determined,” the release said.

Crown sells interest in Monarchy Enterprises

Crown sold its 25.4 per cent interest in television and film production company Monarchy Enterprises Holdings for $US189.4 million ($204.4 million) to focus on its core gaming business.

The casino owner sold the stake to Monarchy’s major shareholder, Arnon Milchan, who wants to consolidate his control of the film, television and global media company, Melbourne-headquartered Crown said in a statement today.

Mr Milchan will pay for the stake over five years in broadly equal instalments, secured by a pledge over the shares which have been sold. Crown has received an initial instalment of $US33.2 million.

PBL, which owned the Crown gaming assets until they were spun off as a separate company, received distributions of about $US189.4 million from its share investment in Monarchy in 2004 and 2005.

Monarchy owns New Regency Productions, which made Mr and Mrs Smith and television series Malcolm in the Middle.

“I would like to thank Arnon Milchan for a long and profitable relationship,” Crown executive chairman James Packer said in the statement.

Slots to cut 10 percent from Pa. property tax bills

HARRISBURG, Pa. — Most homeowners in Pennsylvania could get an average $169 reduction on their next school property tax bill as the state begins to distribute its take from slot-machine gambling in casinos.

The size of that reduction adds up to an average cut of 10 percent off school property taxes for eligible home and farm owners outside Philadelphia in the 2008-09 school year, state officials said Tuesday.

In Philadelphia, residents will see a 5.7 percent reduction in the city's wage tax rate in 2009, while suburbanites who work in the city will see a 5 percent drop in the wage tax rate they pay.

Slot machines were legalized in 2004 on the promise of tax cuts, and revenues helped expand a property tax and rent rebate program last year for low-income seniors. The tax cuts will be the first after much anticipation by homeowners, as well as gambling opponents and proponents.

"It took us a while to get here, but we are finally here," said Michael Masch, the budget secretary for Gov. Ed Rendell.

The number of taxpayers eligible for a reduction, and the number of people who will actually receive a reduction, was not immediately clear.

The Rendell administration said Tuesday that, based on Census estimates, there are 3.1 million home and farm owners outside Philadelphia who would be eligible.

To receive a reduction, home and farm owners outside Philadelphia must have completed and returned an application sent by the county. The number of people who did so will not be known until May, Education Department spokesman Michael Race said.

In addition, the city of Philadelphia does not have an exact figure for how many people pay the city's wage tax, although the Pennsylvania Intergovernmental Cooperation Authority estimated that it is more than 900,000, based on partial city figures.

Regardless, some will benefit more than others.

Based on a formula developed by the Legislature and the governor's office, the slots money will be weighted toward homeowners in school districts where property taxes are relatively high and incomes and property values are low.

Also, low-income elderly homeowners and suburban homeowners who work in Philadelphia will get help two different ways, making them likely to see bigger average tax bill reductions.

Pennsylvanians won't be the only ones to benefit. People who work in Philadelphia and live in New Jersey, Delaware and other states also will get the benefit of the lower city wage tax.

To date, the state has collected $905 million from slot machines to reduce taxes since the first slot machine lit up at Mohegan Sun at Pocono Downs in November 2006.

Based on the amount of slots revenue expected by Oct. 15, the state will distribute $612 million for the tax cuts and another $48.5 million from slots revenue for the property tax and rent rebate program for low-income seniors, while keeping about $273 million in reserve.

Nearly $87 million will be set aside to cut Philadelphia's wage tax rate in 2009. The resident rate will decline to 3.93 percent from 4.169 percent and the nonresident rate will decline to 3.5 percent from 3.685 percent.

Masch said he decided to keep some extra money in reserve, beyond the $100 million that is mandated, to ensure that the size of the next year's tax cuts are at least the same as this year's. After that, more slot-machine casinos are expected to open, boosting revenues until they are expected to provide $1 billion in tax cuts in 2012, Masch said.

Seven slots casinos are now operating in Pennsylvania. Four more slots casinos, including two in Philadelphia, are licensed but have yet to open, while state gambling regulators have not issued three licenses, including two resort licenses that allow a relatively small number of slot machines on site.

MGM Mirage Fires More Than 400 Middle Managers, Expects $75 Million in Annual Savings


LAS VEGAS (AP) -- MGM Mirage Inc., the largest casino operator on the Las Vegas Strip, told more than 400 middle management employees Monday they would be terminated immediately in a cost-saving move, the company said.
The decision will save $75 million annually and came after the company saw weakness since August at its properties, which include Bellagio, MGM Grand, Mirage and Mandalay Bay, spokesman Alan Feldman told The Associated Press.

The move is the largest and swiftest by a casino operator in the current economic downturn, although the use of so-called "extra board" employees who take fill-in shifts as needed has been down citywide.

"We were able to see the signs of trouble on the economic horizon last August," Feldman said. "The economy was beginning to worsen and clearly was not going to get better in the immediate term."

Mass. lawmaker pitches online gambling bill

U.S. Rep. Barney Frank, D-Mass., the chairman of the House Financial Services Committee, is proposing legislation that would bar the government from requiring U.S. financial institutions to block Internet gambling transactions. Congress passed the Unlawful Internet Gambling Enforcement Act in 2006, making it a crime for banks or other institutions to process financial transactions, such as electronic fund transfers, that are used to place bets online. The Treasury and the Federal Reserve are considering final language to implement the law. Many financial institutions and gambling operators have complained that the proposal would force banks and credit card processors to police online wagering. Those critics say the law doesn’t make a distinction between legal and illegal online wagering. “These regulations are impossible to implement without placing a significant burden on the payments system and financial institutions…” Frank said in a statement.

How do you decide who pays for lunch?

Seoul - Two farmers fined for gambling after playing cards to settle a lunch bill have won their appeal to South Korea's highest court, a report said on Monday.

Hankyoreh newspaper said the Supreme Court overruled a lower court decision to fine the farmers about $500 (about R4 000) each for playing poker to determine who should pay for lunch.

"What is equivalent to a one-off entertainment... is a trivial act, not harmful to sound work ethics and social customs," it quoted Sunday's ruling as saying.

The men were caught by police in the southern town of Cheongdo last year. A district court had fined them 500 000 won (about R4 000).

South Koreans can legally gamble on card games only at one casino in the country.
